Imagine the following scenario. In a city, a cop pulls over a mother who is driving some kids in her station wagon. All the seats are filled up... And there is one kid hiding under a blanket in the trunk (but it's a station wagon, remember). The only reason the kid is back there is that the mother needed to drive one more kid then there were seats in the car. What would the cop do?

Unless the cop has a reason to search the car, he may not even notice. A police officer has to have a suspicion of some sort to be able to legally search.

If the child is found, one of several scenarios could occur, depending on the officer, and the laws in that location (which can vary from state to state and city to city).

1) Has mother call someone to pick up the extra child
2) The cop may call child services to pick up one or more children if there's no one to call
3) If he's really feeling nasty, he may call CPS and arrest the mother for child endangerment.

No matter what happens, she'll probably get one or more citations for the unrestrained child.

I worked my way through college as a police officer. My guess is if the woman didn't fail the attitude test the officer won’t pay a lot of attention to the passengers. The issue is if the woman gives the officer a bad time then the officer might just start giving a closer look. Suddenly, the speeding ticket turns into multiple tickets.

The other thing you have to remember is that if the officer arrests the woman, (s)he will have to do something with the load of snot pickers, and that is the last thing a police officer really wants to deal with.
