The region is only formed when there is an ML volunteer for it, and therefore won't necessarily be the same here for ScriptFrenzy as it is for NaNoWriMo, or even from year-to-year.
So, choose the region that is closest or most appropriate to where you are located and affiliate with that, unless or until someone volunteers to be the ML for San Francisco.
