Speech Bubbles - How do you indicate a break?

You know how sometimes a character in a GN will say something in one bubble, than another one will appear below it to continue their phrase? How do you show this, do you use just one character ex:
CHARACTER 1
Wow.
That's not good.

Or do you do something like:
CHARACTER 1
Wow.
CHARACTER 1
That's not good.

In one thing I read it was more like:

Character 1
Wow. (A beat.) That's not good.
