However, when I follow the instructions to link to partner, the box isn't there.

The 'known' glitches post says this issue is fixed, but it isn't!

I know it is late for setting a partner, but still.

I can't be certain, but it's possible that the partnering module was disabled earlier in the month. I'll have to look into that for you.
