Would the Government ever put a teenager in a foster home with no extra room?

So my MC is put into a foster home, I need confirmation that when a family is applying to become foster parents, during the application process would the government deny them access if they did not have an extra room to put the child? If yes, then would a basement count as an extra room? How about if they lied having an extra room when they really don't, would the government come check the house out?

How bout if they put the MC (whose male) in the same room with the foster parents' daughter? But separate beds? Would the government allow that?

I would say that a furnished basement (having a bed, dresser, some amount of privacy etc) would be acceptable for a foster service.

Rooming with a child of the opposite gender almost definitely would not but if the family houses multiple foster kids there are probably some instances where kids share rooms though single gender rooms and each with individual beds.

Foster parents are subject to evaluation by social workers (but how much and how often changes by country and state/province). But if a family had a proper room set up while the evaluator was visiting and then moved the kid somewhere else for the majority of the time they may be able to get away with that.

I am pretty sure that in most cases foster kids check in with their social worker and would be asked questions about living arrangements and if they were acceptable.
