What's PFD? ;-) Maybe it's because you used a Personal Flotation Device instead of a PDF. PFDs do inflate to keep your head above water, after all. Well, some of them do. (sorry, couldn't resist)

Seriously though, perhaps it the font that you used in your original document was smaller than the one the PDF conversion used. Or maybe you accidentally copied parts twice?

Whatever the reason for the large word count, congratulations on winning.

PDF's a type of file, though I have to admit, your theory on the matter is ten times cooler than boring computer files.
I think it was the font. That does make sense.
